Founder & CEO
A cardiologist by training, a philanthropist by nature, and an extraordinary entrepreneur by conviction, Dr. Dina Omar brings passion, precision, and vision to everything she leads. Holding advanced degrees in Cardiology and Management, she has taught across Egypt, KSA, Libya, and Lebanon, and continues to lecture in Health Systems Management at major Egyptian universities.
Phoenix IHSCS was born from her deep belief that no challenge is ever final—no system is too broken to be rebuilt. Inspired by the myth of the Phoenix, she founded the organization with a singular purpose: to create transformative impact in healthcare and social protection—beyond the limits of bureaucracy and rigid systems.
Driven by an unwavering commitment to vulnerable populations, Dr. Dina Omar has built extensive collaborations with international governmental organizations (IGOs), non governmental organizations (NGOs), and donor agencies. Her partnerships include impactful work with the World Health Organization, the World Bank, the Arab League, and the United Nations, where she has helped shape inclusive policy reforms, design national strategies, and implement evidence-based social and health programs. She has also worked closely with NGOs such as Misr El Kheir- Egypt, YIRI Foundation- Luxembourg, Orman Charity Association- Egypt, SAHYM Organization, Sona3 ElKhair Foundation- Egypt, and Leilah Foundation- Monaco, and co-founded the first Egyptian foundation for scientific research, aligning global best practices with local need—bringing unmatched field insight and strategic foresight.

Noha Adel is a seasoned project management and administration professional with over 18 years of experience spanning several industries. As Project Management Unit Head at Phoenix IHSCS, she plays a pivotal role in overseeing a smooth interface between Phoenix and its clients in large-scale projects, ensuring the highest quality standards, and meeting all project goals and objectives.
Her expertise extends to project governance, content development, and capacity building, with a track record of managing complex multi-stakeholder projects. Throughout her career, Noha has worked with prominent institutions, including the World Bank, the Arab League, the Egyptian Ministry of Health, and the Ministry of Social Solidarity, and contributing to key reforms in disability assessment, healthcare policy, and social protection programs.
Prior to her role at Phoenix, Noha held leadership positions at Hindawi Publishing Corporation, where she managed editorial teams, developed quality standards for academic publishing, and led international content development projects.

A chemical engineer by training, Dr. Adris has held executive positions in multinational corporations, led high-impact consulting initiatives, and served as a trusted advisor to governments and global institutions. His tenure includes leadership roles at the American University in Cairo, Nile University, and Saudi Basic Industries Corporation (SABIC), where he spearheaded technology development, corporate strategy, and knowledge management initiatives.
Beyond his corporate and academic engagements, Dr. Adris has played a pivotal role in shaping national and regional innovation ecosystems. He has served on the boards of prominent organizations, including the Egyptian Science and Technology Development Fund (STDF), Baseera Foundation for the Visually Impaired, and the Egyptian Food Bank. Dr. Mohamed Omar Technical Solutions Partner at Phoenix is originally a dental and maxillofacial surgeon with a master’s degree in business and pursued several studies in the field of Economics, Business and Management.
Mohamed has over 12 years of experience in the field and was part of several reform projects, studies and consultations contributing to designing numerous solutions, creating conceptual models and conducting data-driven solution design and data analysis to establish innovative approaches to tackle the various challenges that face these sectors.
Mohamed is part of the team that co-founded Phoenix and was part of the organization since its conception; and during his career he worked with Private, Public and Non-Governmental Organizations all over the world namely Egypt, KSA, Qatar, Morocco, Lebanon, United Kingdom, Luxembourg and Monaco among others.
He has been at the forefront of the teams responsible for reforming the Social Protection Systems and Diagnostics in several countries, in addition to leading nation-wide studies and strategic interventions within the Social Protection and Healthcare Sectors; as well as developing assessment tools, assessment methodologies, big data analysis and key transformative solutions for Social Protection and Healthcare organizations.
Finally, Mohamed is a multidisciplinary, adaptable consultant with a strong ability to learn new concepts quickly, enabling him to venture into new territories being highly capable of transforming ideas and academic knowledge, utilizing data and information to come up with applicable interventions and extracting solutions that are both feasible and measurable.

As the OD and People Transformation Partner at PHOENIX IHSCS, she leads all organizational and large-scale institutional transformation initiatives, organizations to become institutionalized and establish organized strategic growth, process optimization, and leadership capacity-building.

Yasser Idris is a dynamic technical solutions expert with a diverse background spanning social protection, healthcare logistics, and 3D technology. Currently serving as the Technical Solutions Support Manager at Phoenix IHSCS, he plays a key role in developing and optimizing technical solutions, conducting research, as well as ensuring organized client-centric solutions.
Yasser had massive, field experience in critical medical evacuation operations as Egypt Team Lead for Insaan Global, coordinating life-saving transfers from conflict zones while managing complex logistics and medical partnerships. His ability to streamline operations and facilitate cross-sector collaboration has made him a vital asset in crisis response and humanitarian efforts.
Previously, Yasser excelled in the 3D technology and visual effects industry, working with leading studios in Vancouver and London, where he specialized in 3D scanning, modeling, and photogrammetry.
